ASU/ UTL Area HSE Advisor

Purpose & Accountabilities:
Purpose;

Provide Assurance on normal Operations and normal Maintenance activities on;
* All high risk activities (Hot work, Confined Space, Lifting, SIMOPS, SIOPE, etc.)
* QSGTL PTW system
* Breathing Air

Provides sound, practical HSE advice, guidance and coaching by being an integral member of the QSGTL Operations, QSGTL Maintenance and QSGTL Contractor partners team
Ensure barriers and controls for safe working are known, critical safety processes followed and the concept of barrier thinking is inculcated into the team
Be a coach to the team to develop a Goal Zero safe working culture, where people want to and know how to work safely, by ensuring safety rules are clearly understood and good behaviors are recognized
Be a Goal Zero champion to the team through a visible presence on site and at all team activities.

Deliver PTW training (AA/PA, CSA, ASI/ AE/ FPS) and take assessments to authorize the candidates for their PTW role.
Deliver Site safety induction training

Incident investigation (5W or causal) on personal and process safety related incidents. Provide a report out with SMART actions

Analyze HSSE trends and KPI’s for that Area (ASU/ UTL) and develop a improvement plan which has the buy in of the Area stakeholders (Production, Maintenance and/or Contractor partner).

Develop and update OPS HSE procedures

Accountabilities:
To work with and through the QSGTL Operations, QSGTL Maintenance and QSGTL Contractor partners team to ensure all activities are safely conducted and the HSSE KPI’s are met or beaten.

To work with the Area Team (ASU/ UTL) to ensure Pearl GTL is a safe operating site by being an integral member of specific Area Team who provides sound, practical HSE advice, support implementation of the HSE critical processes (e.g. PtW, incident reporting, Emergency Response, SIMOPS, Contractor safety management etc.), guidance and coaching to the team

To ensure barriers and controls for safe working are known, critical safety processes are known, followed and the concept of barrier thinking is inculcated into the team (including contractors)

Be a coach to the team to develop a Goal Zero safe working culture, where people want to and know how to work safely, by ensuring safety rules are clearly understood and good behaviors are recognized and draw upon behavioral safety and communications discipline support from the HSSE/SP shared services team.
Be a Goal Zero champion to the team through a visible presence on site and at all team activities.

Drive the effective implementation of the Operations HSE Case and to verify understanding by HSE critical positions

Drive the implementation of a safe working culture, where people want to and know how to work safely by

Implement, maintain and exercise a robust emergency response capability within own area.
Coordinate with and draw support from the HSSE/SP shared services team who provide health, safety, security and environment support to the Asset
Ensures that incidents are reported, investigated in a timely manner and learning are shared with other areas
Provides input to the OPS HSE Team Lead regarding HSSE training that is required
Provides input to the OPS HSE Team Lead regarding the HSSE Assurance system for the Turnaround that is required
