Manager Manpower Planning and Outsource Management  160001NN

Job Purpose

 

Leads all dAO workforce planning efforts including but not limited to (long and medium term manpower planning, scenario, annual seasonal planning, rostering and allocation principles, training course plans and outsource planning) in coordination with the Executive Leadership and HR to have the optimal manpower approach

 

Plan:

    •        Ensures implementation of departmental policies, procedures and controls to ensure procedural/legislative requirements are fulfilled
    •         Prepares and recommends departmental budget and monitors financial performance versus the budget
    •      Leads all dAO workforce planning efforts in and develops frameworks and methodologies for each area ensuring that they are organised to deliver maximum business effectiveness and efficiency.
    •      Works with HR to determine optimal organisation design, job design, skills profiles and recruitment plans
    • Works with executive management to develop strategy,contract and metrics to manage outsourcing of manpower.  Lead the negotiation of manpower contracts, ensure suppliers are performance managed to agreed standards and ensure payment is in line with contract.
      • •         Accountable for effective delivery of manpower and GSE roster planning and scenario planning.  Ensure plans are communicated to departments and supporting stakeholders in a timely manner.
      • •         Lead the “Plan, Do, Review” cycle to ensure that manpower planning assumptions are continually enhanced
      • •         Creates annual calendar of events to engage the business in the manpower planning cycle
      • •         Identifies and tracks metrics to measure the success of manpower planning approach
      • •         Identifies and communicates plans for recruitment, training and leadership development to relevant delivery departments.

 

Qualifications & Experience

 

  • Bachelor’s degree in Business Administration or any related field
  • 10-12 years of experience in airport operations with an international airline or ground handling agent including at least 5 years in a managerial role
  • Advanced Manpower planning principles preferably with application in the airline industry or other industries with

       typical large manpower bases, trending & forecasting, analytical skills, test scenario generation and

       sensitivity analysis experimenting.
