Job Description

Job Purpose:
Maintains, coordinates and controls the Management of Change (MOC) system and Computer Aided Design and Draughting (CADD) office Services to ensure effective and reliable operations supporting flow of information and data across MOC and project delivery teams, functional groups and external contractors.

Key Accountabilities:
1.  Coordinate with all the stakeholders of Management of Change (MOC) tasks ensuring compliance to the Company policies and procedures.
2.  Coordinate system management, maintenance and administration to ensure continuous application of E-MOC system as an effective tool to support the Engineering change management process across the Company.
3.  Establish E-MOC training requirements for Company personnel to ensure the process is understood and adhered by all stakeholders.  Train managers and supervisors; develop training plans for all users according to their role requirement while using MOC system, meeting department training objectives.
4.  Arrange Plant Change Committee meetings for the Quality Gate 1 & 2 reviews/approvals of change request for initiation and plan projects and make investment decisions (PPMID), preparation of agenda, distribution of meeting outcome and completion of workflow tasks in MOC system.
5.  Update the MOC reporting Database, enhance the reporting functionality, issuance of periodic report for all the stakeholders, process health and ensure that correspondence with stakeholders in relation to schedule and follow-up.
6. Coordinate and supervise the daily CADD office activities including matching tasks to resources, resolving conflicting priorities, assigning work priorities and reviewing of completed work.
7. Ensure software’s license management including data security, software installation, version upgrades, data migration, archiving, and back-up routines meets operational needs and provides guidance on Company requirement to the contractor/vendor.
8. Develop, implement and maintain CADD Standards, Drawing Office work practices and related procedures. Ensure compliance of internal & external projects, verify status, relevance and currency of documentation before acceptance for use in the Company.
9. Coordinate updating of Company technical document management system with the revised, new and superseded documents to reflect new projects and internal modifications. Ensure that all documentation updating in accordance with established project procedures prior to closeout of MOCs.

Required Qualification

Bachelor of Science degree in Engineering or equivalent.

Required Experience

•  Minimum 8 years’ experience in a major projects environment and/or operations and maintenance of hydrocarbon processing facilities, preferably in the oil and gas industry, including 3 years in a supervisory position.
•  Knowledge and understanding of the engineering change management process & procedures, technical document management and CADD environment.
•  Excellent command of written and oral English with presentation and report writing skills.
•  Excellent computer skills including MS Word, Excel & Access and understanding of database comparison & conversion, TDMS and CADD skill set.
